Some weeks ago, The Cologne court in Germany has stirred a public controversy about circumcision. Muslims and Jews always circumcise their children before they reach their fourth years.

The problem of this religious practice and ritual was initiated when a Muslim parent appealed to a Muslim doctor to circumcise their four-year-old son. The Muslim doctor did the operation to the child, but later the child was injured and ended up in hospital. Many people started to doubt circumcision and called for its ban from the German society.

The matter was reported to the court of Cologne which regarded the act as a sort of crime that violates Germany?s constitutional protection of every child?s body.

Circumcision is a surgical removal of some or the entire foreskin (prepuce) from the male penis. The practice is common and nearly universal in the Muslim world. It is spreading in Germany, which is now home to about four million Muslims. Official figures point out that each year 3,000 circumcisions are carried out, though the real figure might go beyond that.

The Cologne court emphasized that circumcision causes bodily harm to boys and it is a criminal act. But for both Jews and Muslims, circumcision has a religious significance and implication.

According to Reuters, a poll released a month ago suggested almost half of Germans support the ban on the religious circumcision of boys. The YouGov survey showed 45 percent wanted to end the Islamic and Jewish tradition. About 42 percent were not in favor of the ban and 13 percent had no opinion.

However, the German Ethics Council, an independent council headed by wise men, religious scholars and experts in other domains, which debates and resolves controversial issues in Germany, has put an end to the problem for the benefit of Muslims and Jews after a long dispute.

The council has put many restrictions on circumcision, one of which is that circumcision should not be harmful to the child. Besides parents? permission, the boy should agree to circumcision regardless of his mental and intellectual perceptions of circumcision.

Many people think that these restrictions are more likely to reinforce many families to travel to other countries to circumcise their children and thus comply with this religious right.

By banning this religious tradition across the country, the German government sparked anger among the Muslim and the Jewish communities who saw in it a transgression upon their religious freedom.
