If this is the new Motorola, then we have to say we're fast becoming fans. Hot on the heels of the Droid RAZR M's recent Jelly Bean update, comes word that Android 4.1 will indeed be rolling out to the Droid RAZR HD and RAZR Maxx HD in December. Announced as an update on Verizon's site, the OTA is said to arrive "in phases starting next week," bringing with it the eerily prescient Google Now and ISIS compatibility. So, until then, you can hold off from manually (and obsessively) refreshing that system update setting.

Stephanie Cutter: We Never Understood Why Romney Campaign Didn't Push Back On Bain Attacks

WASHINGTON -- Stephanie Cutter still doesn't understand why Mitt Romney's campaign did not more forcefully defend its candidate's business experience.

Cutter, who served as President Barack Obama's deputy campaign manager in the 2012 election, said on Friday that the Romney campaign's failure to aggressively respond to the attacks on Bain Capital was one of its biggest mistakes.

"I never understood why they never pushed back on our attacks on his business experience," Cutter said at the seventh annual RootsCamp conference for progressive organizers in Washington, D.C. "He ran largely on an argument that, 'I understand the real economy, I know how to fix this and the president doesn't -- he's never been in the real economy,' with his only credential his Bain experience."

The Obama campaign hammered Romney on Bain during the campaign, essentially painting the former Massachusetts governor as a corporate takeover artist who founded a firm that specialized in outsourced U.S. jobs.

While some prominent Democrats initially criticized the Obama campaign for "attacking private equity," the campaign didn't back down.

"We weren't making an argument ... that Bain was bad," Cutter said on Friday. "We were making an argument that this experience does not qualify you to be president of the United States or to understand the real economy. We obviously worked hard to tear that down, and they never built it back up. I never understood why."

Cutter isn't alone in her confusion on the Romney strategy. GOP political strategist Karl Rove, whose Crossroads groups spent more than $300 million in the 2012 election on candidates -- who, for the most part, lost -- also said on Fox News after the election that the Romney campaign should have fought back faster.

"The first group to respond to the attacks on Bain Capital was not the Romney campaign, it was American Crossroads with an ad in July. We don't do defense all that well," Rove said, adding that it was sometimes more effective to have the candidate appear in an ad and respond directly to the charges being leveled.

"I don't know if they didn't have a good understanding as to the deals that we were talking about, or the history of Romney at Bain, but I never understood why they didn't make a counter-argument to what we were saying -- which was his sole credential," Cutter said. "Remember, it was really the only thing he put on the table to qualify him as president."

Romney adviser Eric Fehrnstrom did not return a request for comment on Cutter's remarks.

After months of fervently trying to move the conversation away from Bain, the Romney campaign did finally bring it back in August. The Republican National Convention highlighted individuals connected to Bain who all portrayed Romney as a strong leader with integrity, and as someone who would be able to save a struggling U.S. economy just as he turned around failing businesses.

Cutter also pointed to Romney's rightward shift in the GOP primary as a problem, noting he was never fully able to recover.

Moody's cuts HP long-term debt rating to Baa1

(AP) ? Moody's Investors Service on Wednesday lowered its long-term credit rating on Hewlett-Packard, saying the technology giant will have trouble increasing sales of many of its products.

Moody's lowered HP's senior unsecured credit rating by one notch, to "Baa1" from "A3." The rating remains investment grade but Moody's said its outlook is negative, implying it could be further downgraded.

HP's finances will remain weaker than previously expected "over the immediate term," Moody's senior vice president Richard Lane said in the rating announcement.

About 75 percent of HP's revenue comes from personal computers, enterprise servers, printers and services, Lane noted. He said those offerings "face slow to no growth prospects over the coming years."

It's not certain whether HP can restore growth and profitability, Lane said.

Moody's expects the company's revenue will likely decline 5 percent next year and its profit margin will narrow. It sees free cash flow after dividends next year of about $4 billion, down from an earlier estimate of $6 billion to $7 billion.

The rating downgrade affects about $25 billion of HP bonds. A spokesman for HP, which is based in Palo Alto, Calif., said the company had no immediate comment on the Moody's report.

Moody's began its review of HP's rating in October. HP has been falling out of favor on Wall Street as its personal computer and printer businesses face increasing competition from tablet computers and smartphones.

To add to its doldrums, HP announced last week that it took an $8.8 billion charge because it determined a business software maker it acquired for $10 billion last year was worth far less. HP has alleged that the acquired company, Autonomy, lied about its finances.

In August, HP disclosed that its $13 billion acquisition of technology consulting service Electronic Data Systems wasn't working out as well as management had expected.

The trouble in Autonomy and EDS has forced HP to absorb nearly $17 billion in accounting charges in the past two quarters, resulting in the biggest losses in the company's 73-year history.

HP's market value has been cut in half since the beginning of the year.

Moody's warned that HP's travails might cause it to undertake "shareholder friendly actions or portfolio repositioning" that would further weaken its credit standing.

Moody's assigns the "Baa1" rating to debt that it believes is on the lower end of investment grade. Companies with the rating are subject to moderate risk of default, placing them somewhere between safe and speculative investments.

HP's stock closed up 37 cents, or 3 percent, at $12.73.

Youth Employment in Africa: An Interview with Dr. Shanta Devarajan?Part I

Dr. Shanta Devarajan, the chief economist of the Africa Region with the World Bank, recently sat down with emerging market investment consultant Wilmot Allen to discuss youth employment in sub-Saharan Africa. Part I of the interview series will appear today; Part II will appear on Friday.

Youth employment is a major challenge for Africa because it is the youngest continent as measured by the proportion of youth compared to the total population. In 2010 nearly 70 percent of the population was under 30 years of age. According to the United Nations, slightly more than 20 percent of Africa?s population is comprised of youth (the UN defines youth as individuals between the ages of 15 and 24). Given this significant demographic how important is this issue in your mind and how are you seeing it addressed?

youth employment in africaYouth employment is arguably the most important issue facing the continent today. The demographics represent a huge opportunity. First, the ratio of working age people to the old and very young (the inverse of the so-called dependency ratio) will rise over the next decades, creating opportunities for greater savings, investment and sustained economic growth. Second, Africa is one of the few places with a young population, so it has the potential to be the world's manufacturing hub.

At the same time, if this large cohort of young people cannot find productive jobs, they will be frustrated (especially given high expectations in this globalized world) and this huge opportunity will be lost. Finding productive jobs is therefore the biggest challenge. Here, it's important to note that most young people will work in the informal sector?either in smallholder farms or household enterprises. We need to improve the productivity of these jobs, while creating more jobs in the formal sector. Critical to both is improving the skills of the labor force?both basic skills such as literacy and numeracy, and soft skills to function better in enterprises. Equally important is the business environment, including infrastructure, access to finance and a conducive regulatory environment. Governments need to realize that "informal is normal", and the informal sector is a source of growth and poverty reduction whose productivity can be enhanced.

In terms of the UN?s Millenium Development Goals for Africa, which aim to reduce poverty by 2015, there are already youth empowerment programs underway in places like the slums in Nairobi. In your opinion, what are the most effective ways in which youth empowerment can be integrated into MDG strategies aimed at reducing poverty? Are there models/programs which follow your guidelines, in addition to those that are already being implemented?

Youth empowerment can benefit the MDGs in two ways. First, as a way of helping young people enter the labor force. These programs teach soft skills, enable them to network, and give them mentors who help with apprentice programs and the like. Second, these programs are incubators of innovation. Young people come up with their own ideas about improving productivity. The Ushahidi platform for crowd-sourcing natural disaster relief is a case in point. Often these innovations can accelerate progress towards the MDGs faster than traditional approaches.

What does the future of work hold for young Africans in terms of talent mobility? What obstacles remain for talent mobility and how do we overcome them?

The main mobility will be that of low-skilled Africans to better paying jobs. We have a win-win opportunity here. Europe, Japan and the U.S. are aging. They need young people to perform low-skilled services for them as they get old. Africa has the largest concentration of low-skilled young people. Studies show that a low-skilled young African can quintuple his or her earnings by migrating to the OECD. To be sure, some countries are reluctant to admit more migrant workers for social and cultural reasons, but the economics is so compelling that I expect there will be more low-skilled migration in the future.

Shantayanan Devarajan is the Chief Economist of the World Bank?s Africa Region. Since joining the World Bank in 1991, he has been a Principal Economist and Research Manager for Public Economics in the Development Research Group, and the Chief Economist of the Human Development Network, and of the South Asia Region. He was the director of the World Development Report 2004, Making Services Work for Poor People. Before 1991, he was on the faculty of Harvard University?s John F. Kennedy School of Government. The author or co-author of over 100 publications, Mr. Devarajan?s research covers public economics, trade policy, natural resources and the environment, and general equilibrium modeling of developing countries. Born in Sri Lanka, Mr. Devarajan received his B.A. in mathematics from Princeton University and his Ph.D. in economics from the University of California, Berkeley.

Japan suspends dubious reconstruction projects

(AP) ? Japan's government has suspended 35 projects included in a budget for reconstruction from the March 2011 earthquake and tsunami after criticism the spending was not directly related to recovery from the disasters.

As much as a fourth of the 11.7 trillion yen ($148 billion) budget had been earmarked for unrelated projects, including subsidies for a contact lens factory in another region and research whaling.

However, the 35 projects put on hold during a meeting chaired by Prime Minister Yoshihiko Noda involved spending of only 16.8 billion yen ($210 million).

No specific reason was given for each project, though Noda and other officials have vowed to cut spending not directly for reconstruction. Many of the projects in the budget were included on the pretext they might aid Japan's economic revival.

"Some of the projects are being deferred to 2013," Chief Cabinet Secretary Osamu Fujimura told reporters in a regular briefing. "But Prime Minister Noda said the spending really must be committed to reconstruction."

Among the projects put on hold was a plan to boost the Japan "brand" through lecture tours, money earmarked to pay for Cabinet-sponsored discussions on "social inclusiveness," and quake-resistance renovations for various government ministries.

Minutes from a committee meeting held last month showed Cabinet ministers concluding that while projects unrelated to the disaster were legal, it would be better to focus spending on the disaster zone.

The committee adopted new guidelines this week requiring that reconstruction funds be disbursed through a special government account devoted to programs in the disaster area, which includes much of Japan's northeastern coast.

A notice on the website of the Reconstruction Ministry said the Finance Ministry and other government agencies would work to "strictly rectify" the budget, and may suspend other projects.

The government decided to boost spending on reconstruction from the 19 trillion yen ($237.5 billion) meant to be spent by the end of March 2015.

Progress on reconstruction has been hindered by a lack of local government staff and other experts, disagreements over how and whether to rebuild some towns obliterated by the tsunami, and the sheer scale of the destruction.

A report issued Tuesday showed only 47 percent of planned projects had begun work. About 60 percent of the 9.6 million tons of tsunami debris has been cleared, but only 11 percent of it processed. Reconstruction of fisheries and fishing ports and rehabilitation of farmland has also lagged.

High court rejects appeal of ex-La. congressman

(AP) ? The Supreme Court is leaving in place the corruption conviction of a former Louisiana congressman who hid money from bribes in his freezer.

The justices on Monday rejected without comment an appeal by former Rep. William Jefferson, who is serving a 13-year term in federal prison.

The Louisiana Democrat was convicted in 2009 after FBI agents investigating allegations of corruption found $90,000 in cash hidden in Jefferson's freezer.

A federal appeals court upheld all but one of the 11 counts on which a jury convicted Jefferson.

Yemen offers separatists half of seats at national talks

SANAA (Reuters) - Yemen's government has offered southern separatists half of the seats at a planned reconciliation conference, a top official said on Monday, in a bid to salvage a meeting deemed crucial for the success of last year's power transfer deal.

Restoring stability in Yemen is an international priority due to fears of disorder ripping apart the Arabian Peninsula country that flanks top oil exporter Saudi Arabia as well as major shipping lanes.

Southern Yemeni politicians have refused to attend the conference, originally scheduled for mid-November, to discuss constitutional reforms ahead of national elections expected in 2014.

The separatists are seeking the restoration of the state that merged with North Yemen in 1990 and have demanded that they be given equal representation at the conference with northern Yemenis.

"The southern question is key to all other issues, because solving it will have implications on the nature of the state and the new constitution," Sultan al-Atwani, the deputy chairman of a committee tasked with preparing for the dialogue told Reuters in an interview.

Atwani said the organisers plan to invite some 565 delegates, half of which will be reserved for "different components of the south".

"We have given the southern secessionist parties a good number of seats to attract them," he said.

Southern separatists have yet to comment on the new proposal.

Atwani said President Abd-Rabbu Mansour Hadi would fix a new date for the meeting.

Many southerners complain that northerners based in the capital Sanaa have discriminated against them and usurped their resources. Most of Yemen's fast-declining oil reserves are in the south.

The central government denies having a discriminatory policy.

The U.N. envoy to Yemen, Jamal Benomar, has been meeting with southern separatist leaders to try to persuade them to attend the conference.

U.N. Secretary-General Ban Ki-moon, on his first visit to Yemen, pledged on November 19 to help rescue stumbling efforts to implement the power transfer deal that pulled the Arabian Peninsula country back from the brink of civil war last year.

"I think any party that doesn't take part in the dialogue will lose because this is the right time and place to discuss all issues," Atwani said. "We have to reach a common ground in order to build a new Yemen."

Western nations suspect that some southern leaders are less interested in the dialogue than in breaking away, possibly with the backing of Iran, the arch-foe of the Saudis and Americans and vying with them for regional power.

Shredded Police Documents Found At Macy's 2012 Thanksgiving Day Parade

Attendees at Macy's Thanksgiving Day Parade on Thursday were alarmed to discover something unusual littered among the usual multicolored confetti: confidential police documents, shredded but still legible.

WPIX reports that the documents belonged to New York's Nassau County Police Department. Among the information gleaned from the shreds of paper were "social security numbers and banking information for police employees, some of whom are undercover officers." Mentions of Mitt Romney's motorcade -- probably a reference to Romney's appearance at Hofstra University for a presidential debate in October -- were also visible.

The would-be confetti was found by Ethan Finklestein, a college student and New York native, who described the discovery to WPIX:

"It landed on [a friend's] shoulder," Finkelstein told PIX11 News, "and it says 'SSN' and it's written like a social security number, and we're like, 'That's really bizarre.'

It made the Tufts University freshman concerned, so he and his friends picked up more of the confetti that had fallen around them.

"There are phone numbers, addresses, more social security numbers, license plate numbers and then we find all these incident reports from police."

One confetti strip indicates that it's from an arrest record, and other strips offer more detail. "This is really shocking," Finkelstein said. "It says, 'At 4:30 A.M. a pipe bomb was thrown at a house in the Kings Grant' area."

The documents were shredded horizontally, rather than vertically -- "one of the least secure methods," Newsday points out -- which allowed entire lines of text to be easily read.

Macy's has denied that it was the source of the confetti, stating in an interview with WPIX that it's official confetti materials are punched-out pieces, rather than shreds, of colorful paper. Gawker, meanwhile, speculates that the shredded documents "could've come out of any of the countless number of office windows along the 6th Avenue parade route."

A representative for Nassau County Police told WPIX that the Department was "very concerned about this situation. We will be conducting an investigation into this matter as well as reviewing our procedures for the disposing of sensitive documents."

As Newsday notes, the Department "did not address who shreds sensitive police documents, who carts them away, or the progress, if any, of the investigation so far."

Zsa Zsa Gets The Bird | Baby Boomer Stories

It is possible to argue that Zsa Zsa Gabor was to the 1950s and 60s what Paris Hilton and her ilk are today. Not concidental, Zsa Zsa was once married for a few years in the 1940?s to Paris? great-grandfather Conrad Hilton, the founder of the fabulously successful Hilton Hotel chain. Conrad, the second of Zsa Zsa?s nine husbands, was thirty years older than her.

Zsa Zsa Gabor , still alive at the age of 95 as of November 2012, made a career of basically playing herself in several movies and countless television shows. Even though she played the blonde buxom bombshell on screen, in the real world she was outspoken for several causes and confident of her actions.

Zsa Zsa Gabor loved animals and when her Bel Air home burnt to the ground while she was performing on the road, all she was concerned about was that her several dogs were able to escape to safety. She mentioned in her 1991 autobiography two memorable events involving birds.

The first occurred when she bought a new mansion in Bel Air and hired a team of workmen to renovate a section of the house. Early one Monday morning she arrived at the house to inspect the work and unlocked the front door. When she opened it, she found a bird lying dead on the drawing room floor. The bird had apparently flown into the house on Friday before the workmen left and was trapped inside all weekend. With no source of food, the bird starved to death. She picked it up and gave it a decent burial in the back yard. She could not live in that house believing that the death of the bird caused bad luck that would come back to haunt her. She never moved in and sold the Bel Air home at a significant loss.

The second occasion involved a macaw she bought at Neiman-Marcus on a trip to Dallas. She named him Ceasar and was warned by the store to feed him an orange every morning. She followed that instruction very carefully for a few months. Then, one day she forgot to do so. A few hours went by and didn?t even bother to check on Ceasar. Finally, she remembered her obligation, put down the book and went toward the kitchen. She gave a look toward his cage and saw that Ceasar immediately gave her a long stare. As macaws are parrots that can be taught to speak, Ceasar let out with , ?forget you!? (Dear reader, you can imagine what he really said.)

Zsa Zsa cut up a piece of orange and gave it to the parrot and he ate it peacefully, but from that point and on, any time she or her husband would pass by the bird, it would shriek, ?forget you!? Zsa Zsa?s husband got tired of this treatment and proclaimed that the bird had to go back to Nieman-Marcus. The store agreed to take back Ceasar. As he was carried out of the mansion and leaving the life of luxury, his last words were, of course, ?forget you!? and seemed to have one claw lifted off its perch.

Apple asks court to include Galaxy S III with Jelly Bean, Galaxy Note II and four more in lawsuit

As usual, Apple though Friday night on a holiday weekend was the perfect time to push some more paper through in its ongoing patent lawsuit against Samsung. According to Florian Mueller of FOSS Patents, after Samsung asked to add the latest iPads, iPhones and iPod touches to its list of claims and the court approved the addition of the iPhone 5, Galaxy S III, Galaxy Note and Galaxy Note 10.1, Apple is trying to put six more devices on the list. Listed in the motion are the Galaxy S III running Android Jelly Bean (but not Jelly Bean itself), Galaxy Note II, Galaxy Tab 8.9 WiFi, Galaxy Tab 2 10.1, Rugby Pro and Galaxy S III mini. As usual, the case will proceed, we'll wait to hear if these requests are approved by the court and in the meantime, iThings and Galaxys alike will continue to fly off the shelves. Given the season, for now it's time to be thankful we're not one of the lawyers spending their day working on this. That leaves us plenty of time for more interesting activities, like hand-to-hand combat against fellow shoppers for the right to purchase slightly discounted items.

Working with a professional can help one meet others in the field and perhaps potential future customers. The pro may also have some suggestions for training programs or courses that the aspiring electrician can take advantage of. They can serve as a reference for the student's resume.

Before one can be successful in industry, they must have to proper education and training. Fortunately, budding electrical workers have many options to help them reach their goals and better themselves.

PROVIDENCE, R.I. (WPRI) -- Small Business Saturday is underway.

The third-annual event, held after the frenzy of Black Friday, aims to help support small local businesses by encouraging shopping there.

The US Small Business Administration reports that more than 100 million people nationwide shopped at independently-owned small business last year.

Here in Rhode Island, many of those business owners are thankful for the boost in sales.

"People really come out for Small business Saturday. We see a huge jump in business. It's really a great thing. You really get a sense that people want to support their local mom and pop businesses," said Asher Schofield, owner of the Frog and Toad on Providence's East Side.
